Leaving aside the geopolitics for a moment, the premise of the meme is inaccurate: if half the stories I've heard are true, Putin might well be one of the biggest kid-fuckers of them all.
To be fair fabricating propaganda is cheap, leaking the darkest secrets of the most powerful man in his country can be very costly. I wouldn't be surprised if the ratio was more like 95:5 fake:real stories given how much our intelligence agencies love make shit up about Russia.
