The quiet part: They want to enjoy the 1st world comfort without the 1st world obligation. They really do hope that all those 3rd worlders will actively choose to do the menial tasks and jobs even when 3rd worlders will become the demographic majority. Worse yet, they may be aware of it but since they are childless selfish hedonists, they have no stake in the future, so why should they care? Their world is going to end with their lives, so they might as well do hedonism maxxing.

Decision making should be reserved for those who have stake in the greater structure's continued existance. That means only property holders and those who have children should have the right to vote. Does it exclude too many people? No, too many people exclude themselves by choosing not to become property holders or have no children.
