But it isn't the best example of global coordination, because all of those countries have the same head of state (Though indirectly via a governor in Canada).
I doubt it is King Charles, but he legally(though probably not in practice) can veto all of this by withholding assent or refusing to convene parliament.(Elizabeth I refused to convene parliament and just went without new laws for a very long time, it was considered a golden age)
