It's not that hard to sink a boat... A little.

It's very hard to keep it sunk. Could they, with the entire combined might of all their prowess and the prowess of their allies and neighbors, blow a hole in the side of one the older carriers? Probably, if that was their sole dedicated effort, complete with suicidal zealot attackers who don't expect to come back. Offense is vastly greater than defense in modern warfare, after all.

Then it takes on a bit of water, so it sinks a bit. They "sunk" it. And then it gets some ping pong balls tossed inside, some duct tape over the hole, and hops right back up. Some spot-welds and it's back to operational efficiency.

And then the country is gone for touching the boats.
