Because the average Black back then was far too smart. They remembered what Africa was like (or their parents/ grandparents had told them, in no uncertain terms!) and saw what America had to offer. A few did go back, but most willingly stayed here.

Of course the Democrats did their best to make their lives hell, but it was still better than being a slave or living in Africa.
