No they are seperate entities. The former Boy Scouts also had female members. They just had separate rank systems. Girls couldn't get Eagle scout but got a female equivalent. Girl Scouts were founded and has also been exclusively female. No boys allowed. When the Boy Scouts discontinued the seperate ranking and made taking girls a priority, the Girl Scouts still stayed female only because girls needed their own unique special spaces.
You have to remember they aren't government organizations they are private clubs.
Both of those are location specific. Where I live parents did some other scout brand when my kids were younger because both the girl scouts, and boy scouts were doing more dumb shit than fun shit. Those organizations are all parent volunteers when you get down to the kids.
Edit : Because numbers were low the boys, and the girls were together. But, no one was teaching the kids inappropriate material. It was just outside activities, and learning outside things.
