In the June incident in Bloomington, Ross, the FBI and other federal agents were pursuing Roberto Carlos Muñoz, an undocumented immigrant convicted in 2023 of felony sexual assault on a minor, according to Minnesota court records. The documents state that immigration officials asked local authorities to transfer him to them from jail but said they declined to cooperate with ICE.

Officers searched for him in the community after he was given an 18-month suspended sentence, court records show.
