why are so many of the ICE arrests happening in the middle of the day

Because that's what transparency looks like. If they were snatching people in the middle of the night, people would bitch about that.

why do they allow so many of the targets to get into a car before they bother to make the arrest?

She drove into their operation. They didn't choose for her to have a deadly weapon.
