The real problem is Thune is keeping the Senate in session so Trump can't recess appoint.

No, the problem is worse than that.

Thune is holding pro-forma sessions with like 4 people so that there is no recess so Trump can't recess appoint. The senate is on vacation and has been for most of the year (like it always is). The Republican party senate leader is specifically screwing the Republican party president to prevent him from recess appointments, because Thune and the GOP is totally MAGA.
