The civil rights act (probably) worst aspect is that it allowed discrimination suits to be brought, not from a wronged individual from a situation that they experienced, to the government on behalf of people. Whether or not they felt discriminated, the Government had a full agency who's job it was to sue on behalf of people, and overnight it just became safer to play the lowest common denominator.
Imagine if overnight the government moved all the speed limit signs, and said we know where the new speed limit zones but we're not going to put the signs back so you don't know.
How would you avoid a speeding fine? the only way would be to travel at the lowest speed at all times in all areas.
