It started decades ago with the Chinese. To secure their money (from being taken away by the government for no reason) they came and bought houses in the 2 biggest cities, Toronto and especially Vancouver. That shot housing through the roof. Now the Indians, Arabs and even more Chinese are doing it again.
Add that to huge government (on 3-4 levels!) restrictions and fees for even thinking about building more = a real mess.
