Source appears to be EurAsia Daily which is probably jeet fantasy fiction. The #1 jeet fantasy is leaving india.

My first reaction is this doesn't make sense on a technical level. You can only microchip animals because they don't have hands or tools. And the scanning is very close range because the rfid antenna is so small. The story seems to be completely fake.
I just checked the first two articles that caught my eye, you can slog through the rest of that slop on your own if you want.
