It's just a memetic mutation of a crytographic term like "youths", "young scholars", or "Men With German Citizenship", things that obviously mean one thing, but are purposefully constructed by propagandists to sound like another. Jogger is just another such term, at least in my view of the term. It may originate with Ahmaud, but general parlence of it is just the flow of meta-critique of the journalistic propagandist class.
