Simply say you agreed to something vague and non-binding, and the other party has to either deny you and make it look like they don't keep promises, or keep silent and make it look like they agreed.
It's the classic 'good thing, good thing, shit thing' way of bringing out a statement. To make it look like if you disagree with the shit thing, you just disagreed with it all.
The easiest way to stop this though is to just make VISAs impossible to get unless you are sponsored by a Japanese company. That'll REALLY limit migration to near nothing.
I'm sure Modi definitely wants to suggest that's what would happen, because such a situation would be good for India, and his political position.
