Lack of value does stop theft if there are enough items of equal or greater value to steal first, only so many things can be carried at a given time and prioritization has to be made. Beyond that if you've already stolen five of one item that you have no use for and can't find a buyer for then why even bother grabbing a sixth when it will just end up taking up space?
Losses from theft and property damage are factored into costs of doing business and it's not like these scanners are the only thing that can be stolen and they would be among the lowest priority once the appeal of being the shiny new thing wore off.
These have trackers and the parts are barely worth anything.
Yes I'm sure that will stop people from stealing them, simply because they have been told how worthless said stolen items are.
