Considering that the lip sync is on point it definitely is not a bug. Probably another case of game needs to be shipped but is still very much unfinished so just do the bare minimum and maybe fix it later.
I wasn't suggesting a bug, I was wondering if it was at least partially a bad stylistic choice rather than only rushed animation. While it does look bad it also doesn't quite seem to share the traits of a lot of rushed animation I've seen in the past.
Honestly I wouldn't rule it out. A lot of game devs tend to have their heads so far up their own asses that they unironically think the shit they produce is actually good.
The writers room definitely had their heads up their collective asses and I'm sure most are proud of their work, but I get the feeling that the animator had an idea he thought would work well and by the time it was realized that it wouldn't it was too late to change, not rushed to the point of being unpolished, but rushed in such a way that they had to polish a turd.
