Honestly I wouldn't rule it out. A lot of game devs tend to have their heads so far up their own asses that they unironically think the shit they produce is actually good.
The writers room definitely had their heads up their collective asses and I'm sure most are proud of their work, but I get the feeling that the animator had an idea he thought would work well and by the time it was realized that it wouldn't it was too late to change, not rushed to the point of being unpolished, but rushed in such a way that they had to polish a turd.
