Afaik US ships and aircraft were in the area and doing suspicious stuff in the preceding days of the explosion. Everyone in the area was involved in some way or the other as a fish can't even fart in the Baltic sea without a bazillion underwater microphones picking it up let alone a naval operation planting several hundred kilos of explosives on the most important pipelines in the area.
I thought it was the British that were responsible? Probably acting on behalf of the Americans. It's all mostly the same Empire these days.
