The problem is that any town with niggers isn't just niggers. There are always some amount of poor white kids littered around whose life is already hard enough by that fact alone, made worse by every nice thing they could possibly be given being taken or ruined by said niggers as you described.

My father grew up in one of those 85% black towns and even as a kid the literal only things he had to do was drugs or drinking because the niggers had destroyed anything else.
