If states made IDs free this argument would instantly go away.
Maybe. Everyone gets a Social Security Number at birth and that doesn't prevent fraud or misuse.
That's only because insurance started refusing to pay unless patients had SSNs. Which made hospitals create an entire position to get babies SSN's so they could get paid.
