That term has a meaning, and it explicitly refers to black bagging people into secret facilities, with secret trials, and no public recourse. Typically with a "police" that have total jurisdiction above anyone. Even Biden's use of the FBI was only starting to act like secret police, they hadn't gone all the way to a Stasi or a Gestapo yet.
