LOL they won't even look at CCTV footage for these. All that surveillance and fuck-all benefit to the taxpaying citizens.

That surveillance was never intended to benefit taxpaying citizens.
What if I tell them the bike thief left me a note saying "lol I stole ur bike you, kike 1488 heil Hitler, Mohammed was a faggot who got fucked by a pack of niggers"
