I'm not sure what you mean. What I was talking about is that the US is sanctioning so many countries that they can have their own economy amongst themselves. We'd have to lift sanctions on them and then dump enough oil into a more open world oil market to tank its value.
The UN is not contributing anything to Hamas. UNRWA was banned some time ago. The US considers Hamas a terrorist organization so I'm pretty sure Muslims living can't just give them money. Their money comes from Iran and Qatar. The US and Israel allow Qatar to fund them in order to keep Hamas's leadership staged in Qatar.
That's not going to happen because it would undermine our sanctions regime.
