I know Texas has blue cities and all that, but it still disturbs me how far we have declined that this happened in TEXAS, and the three shooters weren't turned into Swiss Cheese by the local population.

It's unlikely anyone at the field could figure out where the shots were coming from, just the general direction.
It's also unlikely anyone near the trio knew they were shooting at kids.
I'm sure there were 911 calls and all, it sure didn't take long for the police to grab these guys, eh?
Backyard shooting isn't technically illegal outside of the cities. It's when a single bullet escapes your yard that it's a crime. This wasn't in a city, but it wasn't exactly "out in the countryside" either. :/
