That's what happens when you have a literal billion people where most live in squalor with nutrition so poor it makes Oliver Twist look like gluttony.
Yeah I wonder about that. India is also just a huge place with lots of genetic diversity (both regionally and through the caste system). Certainly some portions have legitimately low-IQ either through pollution or genetics, but I would bet others are just as smart as the rest of the developed world.
