This is maybe 5 steps in the right direction, even if it is rolled back completely, it's still a single step in the right direction because it makes the status of H1-b indians a battleground employers and multy cultys have to admit is no longer "settled science" so to speak.
Even if we have to resort to cope, it's still something. And something is better than nothing.
I hope it doesn't get rolled back though and a few employers/hiring managers get arrested.
