I'm not sure what the 'controversial dagger' math is. I think it's by close total up/down votes or something like that, not a percent, but in any case it's rarely shown on comments that are definitely both significantly upvoted and downvoted. Mostly only seen on low total score comments. Also turned off by default.
In any case 51% is for illustrative purposes; real divisive issues are probably more like 2/3 and 1/3 because people participate more in forums where they agree with the hivemind.
