There's a video of him very awkwardly "limping" his way up a street to campus. He has no limp, it appears like he may have kept the rifle in his baggy pants. He's not limping any other time we see him.
I see it, but I don't know where the gun is, or if he dropped the gun off somewhere before he got to that stairwell.
It would be comically ridiculous for him to pretend he had a limp, then just give up on the whole idea because "boy I look stupid", rather than operate under the assumption that he had a gun in one frame, and then not one in another.
I don't know that the FBI's account is even finished. Seems like the investigation is still ongoing. I don't know that they've ruled out anyone else's involvement.

There are a lot of things that could've happened, but the FBI account is that he walked to the roof with the gun in his pants. It seems that is wrong.
