Some years back(first Trump admin some time I think)
They passed a law removing the caps (my mind is very hazy on this so don't take it as gospel) on specific nations not having more than X resident visas(not H1bs or family reunification) (not the older caps pre 70s caps that specified different quotas per country, I think this was just a cap on the nature of one country can't take more than xx% of the visas).
What I do remember is that the immediate effect was that only Indians would get any of those visas for some ridiculous number of years because they included the years people had already been on the list in the priority. I remember thinking people would become very tired of the entirety of legal permanent immigration being aging(again the wait list) Indians, and here we are.
If anyone can dig up a possibly half decade old article that converts my late night rambling nonsense to an actual bill name, please do.
Also India seemed to take over Nigeria on scamming in the past decade. That can't help
