Is this a parody? It's just too on the nose, like a Bond villain. Who would want such people in his country?
You don't see it said this openly often but that is 100% Indian mentality. Higher castes think like this because cleaning up is for the Dalits, and the lower classes try to pretend they're higher class by not doing it either. The end result is that entire India is covered in rotting garbage.

Oh, I just remembered this comment: Turns out you were right, it was... not a parody, really, but it was sarcastic. The woman in the video was satirizing common Indian attitudes, trying to get them to stop. \
