They are, that's the point of this, something very similar happens in the US. These are Islamist "enforcers" for lack of a better word. Their job is to go around their community, and tell Muslims to: go to mosque, remove non-halal foods, remove alcohol, etc.

They don't do this to non-Muslims, but they still go to their stores and ask them "Are you a Muslim" first. That's why this guy did as well.
