I'm assuming the context is overseas. In a realistic libertarian society, it is permissible to use a military or militia to target people fraudulently lacing product with fentynal or other incontrovertibly toxic substances. JD Vance is probably being an establishment conservative persisting in the drug war status quo, but that necessitates a less pearl clutching distractionary response on Rand's part.
Most of natural law (negative rights) is really an older conception of game theory, rather than a set of inviolable social norms. Freedom of speech is an agreement among political factions to not get into a cycle of ruining the lives of members not currently in power. It's not for commies and real Nazis, those who don't believe in free speech, to abuse an unlimited license and undermine free society. This has eroded in the age of lawfare and debanking, and the mass of virtueless morons who bandwagoned the TDS narrative. Back to the topic, there's no nonintervention principle to be upheld when the foreign society hasn't agreed to politeness. Americans have just have to be wary of foreign entanglements and nation building farces.
Ron Paul used to support the death penalty until he decided the judicial system is too flawed to give fair treatment. I never liked this society wide dismissal of judicial negligence and corruption, or legislative bloat. There shouldn't be an obligation to be financially burdened by the irredeemably criminal. I say put tons of cameras in prisons, and summarily castrate and amputate those engaging in prison rape and gang activity.
The freedom and rights of individual liberties can only be preserved by a society that is prepared to fortify that society like a bunker and repel all invaders with extreme violence of action. Our rights mean nothing when we are torn limb-from-limb by a horde of killers, slavers, and slaves themselves who have no reference to a free society.
The wolves circling our homes must be given violence as a lesson not to approach us, because they will see all other actions as weakness inviting attack. Instead, we let the wolves make a den out of the chicken coup, and Ron's getting upset that clearing them out and stemming the tide of wolves is messy.
To bad. It's fight or die out in the real world, and everyone else has chosen us for death.

Repel boarders.
