Immigration is federal jurisdiction, but part of the problem as well could be that they are American Anglophones living in the Eastern Townships area of Quebec, abutting Upstate NY & Vermont.
This area of Quebec is adjacent to Ontario and is really the last bastion of English-speaking old stock British citizens outside of some Jewish areas of Montreal.
Quebec is openly hostile to their English-speaking White minority and have systematically getting them to leave the province with official policy for decades. Montreal only a few decades ago was the largest city in the country, the corporate HQ of everything, the financial & political center of the country. But anti-Anglophone policy & recurrent threats of separatism essentially created its own White Flight situation, where a lot of human & corporate capital were all pushed out to Toronto next door.
Quebec also has special control over its local immigration policy even though it's not actually in its jurisdiction.
TL; DR - There's a better chance they are being denied naturalization and residency not because they are American or White, but simply because of the region they live in & the fact that they are native English speakers.
