This is pretty common with Leftist institutions: malicious compliance.

IIRC, the DOD was doing something similar until they found and removed the guy giving guidance.

It's the level of pettiness that these bureaucrats operate at. "Oh, I'm not allowed to show dudes getting face fucked to elementary school students. Welp, guess I'll have to remove anything with the letters g-a-y in any sequence in all media. First, I'll start with The Flinstones, because it has lyrics in the intro about a 'gay old time'."
