Ever hear of the Isle of Svalbard?
One of the few places left where a penal colony is feasible.
Though it can't really support a population of more than 4000 (cold war peak when USSR had a colony there) and 2000 ish live there now.
In exchange for recognizing Norwegian sovereignty over the island, Norway signed a treaty that US, UK, Russian, Australia, French, Canadian, and 41 other countries' citizens cannot be deported or removed from there. Making it one of the few viable places to use as a penal colony in modern times.
Though I am also partial to the idea of giving all common law felons(Arson, murder, rape, burglary, etc) the death penalty and paroling some (not murder or rape) on the condition they go to the EU and don't return. Since the EU doesn't deport or extradite those who might face the death penalty, they would have to either change that policy or keep them. If they change the policy, that is where Svalbard comes in.

Why not just get rid of them? I keep being told that germans have invented wunderwaffen that can vaporize people with no remains and they did it at extraordinary rates.
