Genetics ARE important, and the age that things get "set in stone" is roughly 4-6 years old. Adopting after that makes it very hard to change the child's basic understanding.
Still? Plenty of success stories are out there, they just get far less attention. & it doesn't have to be PoC's children. My Uncle & Aunt tried to adopt the 3 orphaned girls (10, 8 and 5 iirc. Their boys were 12, 10 and 7 at the time) of a local family. The parents died in a car crash. The 2 older girls were beyond redemption, but the youngest was saved. The parents were "Carmen Hillbillies" ie: white prairie folk who would be hillbillies if any hills were within 100 miles... I mean there's literally NO hills!
