The only thing that raises birth rates is reducing the number of years that women spend in school and severely limiting their employment. Female empowerment (to become terminally single careerists) is the root cause of collapsing birthrates.
Presumably, a woman with monthly allowances and without housing credit could have the same standard of living while working less. Some women will choose that, if possible.
