They weren't really a unified people, I would imagine. It's been a populated area for pretty much all of recorded history, but it's pretty harsh living conditions, so it was more tribal/clan lands of goat herders and the like than a unified people.
You know, up until the proto-UN came by and said "Yeah, that land you guys have been living on since pre-Biblical times? It's theirs now."
