I do not think it is a mistake, Gelbooru is blocked in Ireland too, if you visit with an Irish IP you read this notice:

"The company Hotline.ie is contacting us claiming that there is drawn child pornography on our site.

Illustrations in the USA are legally protected speech, however your country apparently does not have such a distinction.

As such, we are limiting access to the site from your country."
