Why do you think this is "accidental"?
The UK injunctions are based off a law requiring foreign companies to operate in compliance with the UK, thus exporting UK law to the planet.
The law isn't saying "don't let UK users do X", it's saying: "don't let ANY users do X".
Cloudflare engaging in full domain banning is them complying with injunctions.
