She thinks that they will see how great and polite the rest are behaving and they will try to mimic that. It's not completely wrong as a concept, we can see all the weebs but it does not work when the migrants are here for money and our own society elevates other cultures while putting ours down.

You can make fear of being sent home a good deterrent but that dissipates once the numbers are high enough.
