Failure to enforce laws breeds vigilantism. My bet is Schur reached the end of his patience with the local cops doing nothing about jogger crime, and just flipped out.

If what you described is accurate, then I would agree that he deserves to go to jail, although the "54 years" sounds rather arbitrary.
