Considering joggers regularly get away with far less time for premeditated murder, and probation for just about anything short of murder, yes, 54 years is excessive.

Failure to enforce laws breeds vigilantism. My bet is Schur reached the end of his patience with the local cops doing nothing about jogger crime, and just flipped out.
