Hugo Chavez started the ruin in 1999. Even before that it was going downhill fast.

2 of my cousins married fellows from Venezuela in the 80's. Both were from pretty well-off families & are super nice guys! But they and their entire families fled long before Chavez took over, it was already looking like modern San Francisco :x
