Overwatch has a lot of counters and required game knowledge, and it still has cheaters (not as many as CS though). You see cheaters hard stuck in plat because mechanical skill only carries you so far. But if you made the game entirely strategy then people would use a computer to cheat the strategy. People cheat at chess.
