To be honest, given this is Africa, I wouldn't be surprised if this is true and the wells were claimed or made to look inoperable so that they could go 'your scheme didn't work, give us more money to support local projects WE control'
Basically the type of projects only 10% ACTUALLY goes where it's wanted and the rest is siphoned off for bribes, slush funds etc. At this point just cut off ALL aid to Africa, even China is looking to go that way, let them survive on their own and you'll get your population decrease globalists!
