No, they really weren't. The Palestinians didn't have any army. The only Arab nation with a trained army was Jordan and Jordan only occupied the West Bank because they made a deal with Israel. Besides Israel started ethnically cleansing Palestine long before the Arab nations went to war.

The only President who actually tried to force Israel to do anything was JFK and he was assassinated. No other Presidents actually ever strong armed Israel from a position of power. The only time Israel backed down is when it was actually impossible for them not to.
