Well yeah, you cant transplant a dead organ. Once the tissues are oxygen starved for long enough, it wont come back.

Brain dead is a term thats ambiguous as hell, and was invented around the time organ donation became a thing. It was all intentional.

There is a good video of a doctor from ohio who talked about this before.
