Not surprising China would start resorting to these sort of methods (if it is indeed what it looks like). They have been losing a ton of influence in the Pacific with most of the island nations starting to swing back toward the US in recent years. So with their long reach taken away, they may have to start getting more into the cloak and dagger method.
