They are, because they are bred for 2 reasons.

That's it. Which means breeding the strongest option possible with unquestioning loyalty that won't let emotions get in the way. Which in the case of placental mammals like everything ends up being in Star Trek for reasons means males.
Human males are 30% larger than human females and since all the aliens are just humans in makeup, or CGI, that means alien males are also typically larger than the females.
But the same is true of many reptiles which the Jem'Hadar look to be more similar to.
About the only exceptions to this rule are arthropods because the females are quite literally leg laying machines while the males are little else than genetic material providers. If you want to see just how extreme this can be look up the size differences in golden orb weaver spiders or other arachnids.. The males are a fraction of the female in size.
